The EU Blue Card is primarily aimed at university graduates. If your degree was obtained outside of Germany, it must be comparable to a German degree. You can verify this equivalence using the anabin database, where the degree must be listed as "equivalent" or "corresponds" and the university must be listed as "H+," or by submitting a certificate evaluation to the Central Office for Foreign Education (ZAB).

IT specialists from China have the option of not requiring a university degree, provided they can demonstrate at least three years of professional experience within the last seven years and have theoretical knowledge at an academic level, confirmed, for example, by certificates or training courses.
